It measures completed hiring demand, not the speed of each hire or the number of candidates placed.

The calculation depends on the unit being measured. A direct-hire firm may count filled job orders. A staffing branch may count individual openings, shifts, or requested worker slots. A job with five openings could count as one order or five requested positions. Both methods can produce a valid rate, but they answer different questions.

The reporting team must name the unit, time period, completion rule, and treatment of canceled or paused work. Without those definitions, two fill-rate percentages may look comparable when they are not.

Fill Rate at a Glance

Shows how much client hiring demand became completed placements.

Uses filled units as the numerator and eligible requested units as the denominator.

Needs a defined period and a consistent rule for open, canceled, paused, and duplicate orders.

Becomes more useful when segmented by client, role type, and location, recruiter, and engagement model.

Does not explain speed, quality, margin, or candidate retention on its own.

How to Calculate Fill Rate

Use this formula:

Fill rate = (Filled units ÷ Eligible requested units) × 100

A recruiting firm receives 40 eligible job orders during a quarter and fills 30. Its order-based fill rate is 75 percent.

A staffing client requests 120 worker slots across several shifts, and the firm supplies 102 workers. Its position-based fill rate is 85 percent.

Do not combine the results without a shared unit. A partly filled multi-opening job may count as unfilled by order yet contribute several fills by position.

Define the Denominator

State which requests qualify. Exclude test records and duplicates. Track canceled, paused, lost, and client-filled orders as separate outcomes, then decide which categories belong in the reported denominator. Apply the rule in every period.

Define When a Role Is Filled

A direct-hire team may stop the measure at accepted offer, start date, or placement status. Temporary staffing may count a worker assigned, confirmed, or present at the shift. The chosen event should match the business question.

Choose the Cohort

Teams often group work by order-open date, requested start date, or outcome date. Label the basis clearly.

Example from a Recruiting Firm Workflow

A professional staffing firm opens 50 client job orders in a quarter. Four are canceled before recruiting starts, two are duplicates, and four remain active at quarter-end. The firm’s policy removes canceled and duplicate orders but keeps active orders in the eligible cohort.

That leaves 44 eligible orders. Recruiters fill 33, clients fill three through another channel, and eight remain open. The firm’s fill rate is 33 divided by 44, or 75 percent.

Established accounts record 27 fills from 32 eligible orders. New accounts record six fills from 12. Several new-client orders opened without confirmed compensation or interview availability.

The team introduces an intake checkpoint for compensation, decision-makers, interview timing, and priority. It then reviews fill rate by client cohort beside submission-to-interview conversion.

Fill Rate Versus Related Recruiting Metrics

Point

Fill rate

Time to fill

Placement rate

Offer acceptance rate

Main question

What share of eligible demand was filled?

How long did a completed fill take?

What share of a defined candidate or search activity produced placements?

What share of formal offers were accepted?

Typical numerator

Filled orders, openings, shifts, or slots

Not applicable; this is elapsed time

Placements

Accepted offers

Typical denominator

Eligible requested units

Filled jobs or positions in the reporting set

Defined candidate, submission, or assignment unit

Formal offers extended

Main use

Delivery completion

Hiring speed

Conversion productivity

Late-stage closing

Fill rate and time to fill can move in different directions. A team may close straightforward roles fast yet leave difficult orders unresolved. Its time-to-fill figure may look strong, even with a weak fill rate. Review both measures with open-order aging.

Why Fill Rate Matters

Fill rate connects client demand to completed delivery. An unfilled order can consume recruiter time without generating a placement. Repeated gaps can signal weak intake, unrealistic requirements, scarce candidate supply, slow client decisions, or limited capacity.

The metric supports account reviews. Leaders can compare client demand with completed delivery, then discuss the conditions behind the result. SHRM’s 2026 recruiting benchmarks report continued difficulty filling open positions and variation in requisition load and time to fill. Interpret completion against role mix and capacity rather than one universal target. SHRM, 2026

How to Interpret Fill Rate

Start with the numerator, denominator, and volume. A 50 percent rate from two orders carries less evidence than the same rate from 100.

Useful cuts include:

Client and account tier.

Role family and seniority.

Temporary, contingent, and retained work.

New versus established clients.

Recruiter, team, or location.

Order age.

Pair the rate with time to fill, open-order aging and funnel conversion, submissions per order, cancellation rate, start rate, gross margin, and client feedback.

Common Mistakes

Mixing Orders and Openings

Choose one reporting unit or publish separate rates. A job with ten openings should not shift between one unit and ten across periods.

Removing Every Hard Role from the Denominator

Exclusions can make performance look stronger without improving delivery. Define eligibility before reviewing the outcome.

Counting Canceled Work as Recruiter Failure

Track why the order closed. Client cancellation, lost business, duplicate entry, and inability to fill are different outcomes.

Automation and Forecasting

Recruiting software can timestamp job events, count openings, classify outcomes, refresh dashboards, and flag aging demand.

Forecasting is different from fill rate. Recruiterflow’s fill probability uses pipeline stage probabilities and the number of openings to estimate how close a job is to being filled. Fill rate records completed performance across a defined set of work. One is forward-looking; the other is historical.

AI may summarize stalled-order notes or group loss reasons. Operations owners should verify order status, requested units, and outcome categories before using the result in decisions.

Practical Checklist

Select order, opening, shift, or worker slot as the unit.

Define the fill event and reporting date.

Document eligible, canceled, paused, lost, and open outcomes.

Show numerator, denominator, rate, volume, and period together.

Segment comparable clients, roles, teams, and engagement types.

Review aging and funnel conversion beside the headline rate.

Audit duplicate jobs and multi-opening records.

Questions Recruiters Ask

What Is a Good Fill Rate?

There is no universal target. Role scarcity, order quality, client speed, staffing model, and measurement rules change the result. Build an internal baseline from comparable cohorts and show the underlying volumes.

Should Canceled Jobs Count Against Fill Rate?

Track cancellations separately and publish the rule. A cancellation before work begins may sit outside the denominator. A role canceled after delivery effort may still matter to capacity analysis.

Is Fill Rate the Same as Fill Probability?

No. Fill rate reports the share of eligible demand completed in a past or closed reporting cohort. Fill probability estimates the chance of filling a current job from its pipeline state and configured assumptions.

Fill rate is the percentage of job orders, requisitions, openings, or shifts that a recruiting or staffing team successfully fills during a defined period.
