Strategic Proposal/Support Lead, Public Sector - Job Description Reporting To: VP of Federal Work Locations: Perform work primarily in the DC-Metro area with travel as required. Existing office locations in Tysons, VA; Baltimore, MD; Raleigh, NC. Summary of Position: Under the direction of Federal Leadership, the Strategic Proposal/Support Lead will be the individual leading, tracking and completing client and customer RFP/RFIs. Will work cross functionally with Account Management/Business Development, Delivery/Recruiting, Marketing, Finance and Leadership to best position Zachary Piper Solutions/Piper Companies to win work via subcontracts, teaming, etc. Essential Duties and Responsibilities: The role will focus on developing compelling and compliant proposals to federal agencies and large partner companies. The ideal candidate for this position is self-motivated, knowledgeable of proposal response processes and enjoys working in a collaborative team-oriented environment while taking ownership of his or her areas of responsibility. Summary of Duties: The in-house Proposal Manager is a strategic role requiring exceptional writing skills, attention to detail, and prior proposal management experience in both large and small business environments. This individual will: Lead the proposal production lifecycle for multiple, concurrent RFP/RFI/RFQ's (e.g., tasking, tracking milestone and submission dates, as well as customer-initiated changes to schedule). Manage the entire response effort from proposal outline to submission, including assigning sections to others on the team, which may include teaming partners and internal stakeholders across departments. Collaborate with Business Development, Delivery Leads, Subject Matter Experts, Executive Leadership as well as our external teammates to identify a proposal management strategy for submitting compliant and compelling RFP/RFI/RFQ responses. Develop proposal response strategies to ensure 100% compliance with all RFP/RFI requirements on approved bids. Lead the proposal kickoff session (e.g., creating and maintaining a proposal calendar and response plan). Draft superior written RFP and RFI responses, including writing executive summaries, using boiler plate material to develop initial drafts of technical and management content, and researching, writing, and editing specific proposal sections as needed. Own, optimize and manage Past Performance Library to drive more efficient/effective proposal response and business development activities. Present Executive Leadership with relevant data/metrics regarding proposal activity, process improvement recommendations, and overarching opportunities for improvement. Required Skills: Exceptional written communication skills, including conveying technical information and complex ideas into language and concepts easily understood by others, proper grammar and mechanics, and editing/revising skills. Understanding of the federal sales cycle, federal procurement and acquisition process (including FAR/DFAR) and demonstrated ability to respond to federal solicitations. Demonstrated ability to manage multiple complex proposal efforts and teams simultaneously. Demonstrated ability to tailor proposal response processes to the timeline requirements of the RFP/RFI. Work as an integral part of the capture/proposal team, participating in Gate Review process, bid/no-bid decision making, assisting in the development of pricing strategies, identifying risks, and interpreting solicitation requirements. Review Requests for Proposals (RFP/RFI/RFQs) to identify and assist the proposal team in developing proposals, pricing, and business solutions for customers. Support/assist our Business Development team as necessary (meetings with existing and prospective clients, oral presentations, networking events, conferences, etc.) Act as the cost/price proposal volume manager, coordinating data collection from multiple functional areas. Perform cost/price analyses, modeling and estimates for complex proposal efforts, consistent with company policies, FAR, CAS, and solicitation requirements. Analyze price, cost, and profitability of proposed pricing to determine acceptability and will brief management on these items. Develop and deliver pricing strategy/business case presentations to executives and key decision makers and ensures that strategies are implemented. Strong understanding of our services and can assist in solving cross-functional proposal problems. Work with internal organization to determine anticipated labor and overhead rates, material requirements, equipment costs, and possible bid strategies. Self-starter with excellent oral and written communication skills, analytical, organizational, prioritization and critical thinking skills.
