Far fewer have changed what they reject people for.<\/p>\n<p>That gap is where skills-based hiring actually lives. The brief says skills matter more than pedigree, the shortlist gets built on that basis, and then the feedback comes back: not quite senior enough, we were hoping for someone from a bigger name. The policy changed. The judgement did not.<\/p>\n<p>For a recruitment firm, that is not an abstract problem. It is three wasted weeks and a client relationship that is now slightly worse than it was.<\/p>\n<p>This post covers skills-based hiring from the firm&#8217;s side: what it actually means, what changes in the brief, the search and the submission, and how to tell whether a client is really doing it or just saying so.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"What_skills-based_hiring_actually_means\"><\/span>What skills-based hiring actually means<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Skills-based hiring is the practice of selecting candidates on demonstrated ability to do the work, rather than on proxies for that ability.<\/p>\n<p>The proxies are familiar: a degree, a named employer, a job title, years of experience. None of them are worthless. All of them are indirect, and each one filters out people who can do the job but did not take the standard route to it.<\/p>\n<p>The shift is narrow and specific. Instead of &#8220;five years in a similar role at a comparable company&#8221;, the requirement becomes &#8220;can build a financial model from a messy data set&#8221;, and the process has to include something that actually shows whether they can.<\/p>\n<p>That second half is the part most implementations skip.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"What_changes_in_the_brief\"><\/span>What changes in the brief<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<h3>The client has to name the skills and the evidence<\/h3>\n<p>A skills-based brief that lists skills but not how they will be judged is worse than a traditional one, because it removes the old filter without agreeing a new one. Nothing fills that vacuum except instinct, and instinct reaches for pedigree.<\/p>\n<p>The question worth asking at the <a href=\"https:\/\/recruiterflow.com\/blog\/intake-meeting\/\">intake meeting<\/a> is blunt: for each skill on this list, what would convince you? A work sample, a scenario in the interview, a portfolio, a reference who saw them do it. If the answer is &#8220;we will know when we talk to them&#8221;, the search is not skills-based, whatever the brief says.<\/p>\n<h3>The requirements list gets shorter and harder<\/h3>\n<p>Traditional requirements lists are long because each line is cheap to write and none of them are tested. Skills-based lists have to be short, because every item needs a matching assessment stage and nobody will run eleven of those.<\/p>\n<p>Four or five genuinely load-bearing skills is the working number. That constraint is useful. It forces the client to decide what the role is actually for.<\/p>\n<h3>The scorecard stops being optional<\/h3>\n<p>Once pedigree is out, consistency has to come from somewhere. An agreed <a href=\"https:\/\/recruiterflow.com\/blog\/interview-scorecard\/\">interview scorecard<\/a> is what stops three interviewers applying three different standards and calling the result a skills assessment.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"What_changes_in_the_search\"><\/span>What changes in the search<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Here is the uncomfortable part. Most databases are built entirely out of proxies.<\/p>\n<p>Title, employer, dates, tenure, education. Those are the fields that exist, and those are the fields a search filters on. They are exactly the signals skills-based hiring is trying to move away from, which means a skills-based brief runs into a system designed for the opposite.<\/p>\n<p>The skills evidence does exist. It sits in the notes from a screening call, the transcript where someone described the system they built, the email where a candidate explained what they had actually owned. None of it is in a field, so none of it is searchable in the usual way.<\/p>\n<blockquote><p>This matters more than it sounds, because around 71% of placements come from candidates already in the database before the job opened <em>(Source: <a href=\"https:\/\/recruiterflow.com\/ebooks\/recruiting-benchmark-report\">The Economics of Recruiting<\/a>)<\/em>. If your existing records can only be queried by proxy, a skills-based search starts from scratch every time.<\/p><\/blockquote>\n<h2><span class=\"ez-toc-section\" id=\"What_changes_in_the_submission\"><\/span>What changes in the submission<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>A traditional submission argues fit through association: the candidate did this job, at that company, for this long.<\/p>\n<p>A skills-based submission has to argue evidence: here is what they built, here is the scale, here is how we know. It is more work per candidate and it is a different writing job.<\/p>\n<p>The funnel shows why it is worth doing properly. Screening to client submission is the largest single leak in recruitment, with only 11.3% passing through, and top-quartile firms convert that stage at 50.1% against 36.1% for everyone else <em>(Source: <a href=\"https:\/\/recruiterflow.com\/ebooks\/recruiting-benchmark-report\">The Economics of Recruiting<\/a>)<\/em>.<\/p>\n<p>A submission built on evidence gives the client something to disagree with specifically, rather than a profile to react to generally. If it never happens, pedigree is still running the decision.<\/p>\n<p><strong>What does the assessment stage look like?<\/strong> A <a href=\"https:\/\/recruiterflow.com\/blog\/candidate-assessment\/\">candidate assessment<\/a> that everyone passes is decoration. It should have a failure rate.<\/p>\n<p><strong>Who signs off?<\/strong> If the hiring manager has agreed the skills but a senior stakeholder with no scorecard joins at final stage, that is the stage where pedigree comes back.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Where_it_works_and_where_it_does_not\"><\/span>Where it works and where it does not<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>It works best where the skill is demonstrable and the market is tight: engineering, data, trades, design, anything with an output you can look at. In those searches, dropping proxies genuinely widens a pool that was too narrow.<\/p>\n<p>It works least well for roles where the value is judgement, relationships and context rather than a demonstrable task. Senior commercial and leadership hiring still runs substantially on track record, and a client insisting otherwise is usually about to reject everyone you send.<\/p>\n<p>The honest position is that this is a filter change, not a philosophy. Used on the right roles, it finds people your competitors screened out.
