That setup works until roles, candidates, and client conversations start slipping through the cracks.

That is usually when an ATS for small business becomes necessary. But choosing one too early, or without understanding what your firm actually needs, can leave you paying for features your team will never use while missing the capabilities that matter.

This guide explains when a small recruitment firm needs an ATS, what firms commonly overbuy and underbuy, how much it typically costs, and the test to run before choosing one.

The threshold is shared context, not headcount

Vendors size you by seats. That is the wrong measure, because a two-person firm with shared clients has a harder information problem than a five-person firm where everyone works alone.

When more than one person needs the same history

The moment a colleague has to ask you what was said on a call, the spreadsheet has already failed. Not because the data is missing, but because it is in your head and nobody can query that.

When you start losing people you already met

Around 71% of placements come from candidates already in the database before the search opened, according to The Economics of Recruiting. A small firm without a searchable record is not short of candidates. It is re-sourcing people it already knows.

When reporting becomes a monthly rebuild

If you can tell a client what happened only by scrolling through an inbox, you are paying for the report in hours rather than in licence fees.

What small firms overbuy

Seats for people who do not bill

Some vendors charge full rate for every login. If your office manager only needs read access, ask whether a lighter seat exists before you buy five of the expensive kind.

Modules built for a bigger operation

Onboarding suites, vendor management, timesheet modules. These are real products solving real problems, and none of them are your problem at four people. Buy them when the problem arrives.

An implementation scoped for someone else

A small firm does not need a six-week configuration project. It needs its data moved intact and its pipeline stages set up. Ask what the implementation actually includes and what you are paying for, because what ATS pricing covers varies more than the licence line suggests.

What small firms underbuy

The half that holds clients

An ATS tracks candidates through live roles. A CRM holds the relationships between them, including the clients and prospects that generate the next role. Small firms buy the first and manage the second in a spreadsheet, which is why business development stays personal to whoever did it. Our piece on why firms need both systems sets out the split.

Migration that keeps the notes

Moving contact records is easy. Moving notes, call logs and attachments is the part that decides whether a ten-year database is still worth having. Treat switching without losing candidate history as a scoped piece of work even when the database is small, because a small database is usually the only one you have.

Reporting you can run yourself

Not a dashboard in a demo. A report you can produce on a Friday afternoon without asking anyone.

What it costs at the small end

Published entry prices vary by roughly an order of magnitude. Manatal starts at $15 per user per month billed annually. Crelate starts at $85. Recruiterflow’s Platform plan is $119 per user per month billed annually, or $149 monthly.

Those numbers are not comparable on their own, because the cheapest options are generally built for companies hiring for themselves rather than firms hiring for clients. A $15 seat that cannot hold a client, a fee agreement or a placement is not cheaper. It is a different product.

The more useful comparison is a three-year total divided by the number of people who will actually bill on the system. At two or three producing consultants, the difference between a $35 seat and a $119 seat is a few thousand dollars a year. Against a $168,000 annual revenue gap per recruiter between top-quartile firms and everyone else (Source: The Economics of Recruiting), that is not the variable that decides anything.

Adoption is. Guy Last Recruitment was a small team when it moved from Bullhorn to Recruiterflow. Job orders grew 142%, productivity per recruiter rose 41%, and the team grew tenfold. The platform did not do that. It stopped being the thing in the way.

Five questions before you buy

Does it hold clients and fee agreements as real records, or in a notes field.

What moves in a migration: contacts only, or notes, call logs and attachments.

What does a non-billing seat cost, and does one exist.

What is included in implementation, and what is chargeable afterwards.

Can someone who joins next month be useful on it inside a week.

If a vendor answers all five without a follow-up call, you have learned something about the next three years.

FAQs

What is the best ATS for a small business?

It depends on whether you are hiring for yourself or for clients. Tools built for in-house hiring are cheaper and generally cannot hold clients, fee agreements or multiple pipelines per candidate, which a recruitment firm needs from day one.

How much does an ATS cost for a small business?

Published entry prices range from about $15 to about $120 per user per month. The wide spread reflects different products rather than different value, so compare what each one holds before comparing the seat rate.

Do I need an ATS if there are only two of us?

If both of you need the same candidate and client history, yes. The threshold is shared context rather than team size.

Is a free ATS good enough to start with?

It can be, for a while. The risk is not the feature set but the exit: check what you can export, including notes and attachments, before you put a year of work into it.

What is the difference between an ATS and a recruitment CRM?

An ATS tracks candidates through open roles. A CRM holds the client and prospect relationships that produce those roles. Small firms usually need both, in one system rather than two.

How long does it take a small firm to get set up?

Less time than an enterprise, though it still depends on how clean your data is. Ask what the vendor expects from you, because the delay is usually on the customer’s side.

Buy for the problem you have

The mistake small firms make is not buying too early or too late. It is buying by seat count, comparing a product built for in-house hiring against one built for firms hiring on behalf of clients, and discovering the difference in month three.

Work out which half of the product you actually need, then run the five questions above. If you are weighing options, our guide to evaluating an AI-native platform covers the wider comparison.

Bring your spreadsheet to a demo and we will tell you what would move across and what would not.

Most small recruitment firms rely on spreadsheets, inboxes, and someone’s memory for longer than they would admit.
